ملخص:

المخدرات مشكلة عالمية تؤرق الدول والمجتمعات نضرا لشاسعة انتشارها ولأخطارها وأضرارها على الفرد والمجتمع، ووجودها يضرب في أعماق التاريخ البشري والحضارات الإنسانية القديمة، وعلى أساس أنها ليست كلها من مصدر واحد وليس لها تأثير واحد، وكذا لوجود أنواع كثيرة منها، فإنه يصعب تصنيفها تصنيفا حاسما ومتفق عليه.

وهذه الظاهرة لها أبعاد اقتصادية واجتماعية وسياسية وأمنية سلبية في مختلف الدول والمجتمعات، ويتعاظم خطر المخدرات أكثر على الفرد عندما يصبح مستهلكها أو متعاطيها لا يستطيع الإقلاع عنها والاستغناء عنها.

وقد بذلت جهود كبيرة دولية وإقليمية ومحلية للحد منها ومكافحتها من خلال الاتفاقيات والتشريعات والهيئات والأجهزة المتخصصة.
